An Environmental Impact Statement (EIS) is triggered when a project is likely to have significant adverse environmental impacts. An EIS was produced for the Town Center in 2007. The City Council then adopted The Sammamish Town Center Plan, which limited the number of residential units to 2,000 and a 70’ maximum building height.
The current expansion proposal is being processed as a Supplemental Environmental Impact Statement (SEIS). The SEIS will identify ways to reduce or eliminate the impacts and study the costs of doing so. This information will be shared with the public through a draft SEIS (also referred to as a DSEIS) to be presented on June 9, 2025.
The public will then have 30 days to comment on whether any impacts have been missed or if any further analysis is required as part of the SEIS. In response to public input, a Final SEIS will be produced. The City Council will then act on amending the Sammamish Town Center Plan in response to those findings.
There are a number of steps in the SEIS process.
Step 1 - ESTABLISH THE SCOPE of the amendment has been completed.
Steps 2 and 3 - The Draft SEIS to be published on June 9, 2025 will IDENTIFY IMPACTS and PROPOSE MITIGATION..
Step 4: DISCLOSE FINDINGS - The preliminary findings from Steps 2 and 3 are shared with the public as a Draft SEIS, and comments are collected to determine whether any impacts have been missed or if any further analysis is required as part of the SEIS.
Step 5: FINALIZE DISCLOSURE - The findings from Steps 2, 3, and 4 become the Final SEIS.
Step 6: DECISION MAKING AND ACTION - The decision-makers consider the range of impacts and decide how to proceed with the project. This will take place in late summer 2025
